She is quite earth specific and requires state to work. Issue is state has downtime, but can be refreshed with valour chant.

Well, I'm still lack of CS, but I suposse they'll give us a bunch of free CS, so I can still pull for anniversary banner.
Besides, My Komachi is almost 80 L/S, so I can just farm material to unlock her AS, I just need 2 months to get two more starcharts.
