People forget that the anime is requiring scenes to be ANIMATED. So yes, not every moment can be drawn like in the manwha where a single frame must leave a lasting impact. Some changes in the anime were also made deliberately. E.g. hyping up too much the S Rankers like in the manhwa and then letting them sidelined as fodder is not the best approach. So they toned down a little bit in that aspect. Animation is key to deliver the moment. Add voice acting and music and you have a different medium with a different approach.
